April 5th Forum to Focus on Minnesota’s Rural Urban Interdependencies
Minnesota Rural Partners, Inc., will present the results of an 18-month-long pilot study regarding job creation and economic linkages between rural and urban Minnesota areas at a public forum and reception on Tues., April 5 from 1 p.m. to 6 p.m. The forum will take place from 1- 4:30 p.m., with a reception following from 4:30 – 6 p.m.; both will be held at the Continuing Education and Conference Center on the University of Minnesota Twin Cities – St. Paul Campus, 1890 Buford Avenue in St. Paul, Minn.
Minnesota Rural Partners, Inc. conducted the study as part of a national pilot initiative with USDA Rural Development. The study, initiated by Jane Leonard, former president of Minnesota Rural Partners, Inc., and conducted under the leadership of researcher Kate Searls, helps document the power of rural urban connections and resource-sharing to foster increased innovation and job and wealth creation for the state as a whole. In part, the study used cluster analysis tools provided by the Innovation in American Regions Project to examine manufacturing and agribusiness, and IMPLAN™, an input-output analysis tool, to measure the rural urban linkages.
“This study helps quantify the economic importance of a strong rural Minnesota to Minnesota’s overall economic health and well being,” said Leonard, who is now with the Bush Foundation in St. Paul. “It is particularly successful in showing how urban Minnesota benefits, or loses, when rural Minnesota prospers or declines. It also begins to provide measures of how rural urban linkages drive wealth creation and innovation in a state’s economy.”
Copies of the research report will be available at the forum, as well as a copy of a second report by Minnesota Rural Partners, Inc., entitled, “Rural Urban Connections and Job Readiness.
In addition to Leonard and Searls, other speakers at the forum include Burke Murphy, MN Dept. of Employment & Economic Development; Lee Munnich, University of Minnesota Humphrey School of Public Affairs, State & Local Policy Program; Brigid Tuck and David Nelson, University of Minnesota Extension Community Economics; and Bill Lazarus, University of Minnesota Department of Applied Economics.
The April 5th forum concludes with a reception from 4:30 p.m. to 6 p.m. to mark the last year of operation of Minnesota Rural Partners, which began in 1995 as Minnesota’s representative council in the National Rural Development Partnership (NRDP), a coordinating group of federal agencies involved in rural development.
When the NRDP began in the late 1980s and early 1990s, a pool of federal funding provided basic operating resources for coordinating councils in over 40 states across the country. Although the funding ended about 10 years ago, NRDP continued to exist at the federal level and Minnesota Rural Partners continued to help coordinate federal, state, local, private and non-profit work on rural development. Minnesota Rural Partners organized initiatives to strengthen rural-urban partnering, increase community entrepreneurship as a statewide economic development strategy, and support continued broadband deployment and applications to build 21st century communities.
However, “we found ourselves competing with partner organizations for funding, which was not the intent of the NRDP when it began,” said Leonard. “It’s time to evolve to a rural urban partnership framework, which we hope takes root based on the promise of the research to be discussed on April 5,” she added.
The Rural Urban Interdependencies Forum is co-hosted by Minnesota Rural Partners, Inc.; the University of Minnesota Humphrey School of Public Affairs, State & Local Policy Program; University of Minnesota Extension Community Economics; and the University of Minnesota Department of Applied Economics.
The registration fee is $25, which includes copies of both reports and refreshments. More information and registration is available at http://www.regonline.com/ruralurban.
